The Waiting Room is a department of the Liminal Bureau, an archival institution that registers thresholds, interruptions, and other unresolved passages. Visitors take a queue ticket and wait; the Bureau keeps a ledger of everyone who waits.
Three things happen here. First, a queue ticket is issued — a number in line that changes slowly, according to a deterministic schedule the Bureau does not publish. Second, the weather outside is observed and reported: temperature, conditions, and the general state of the sky over Tokyo. Third, reading material is drawn from the case file index, one excerpt every two minutes, so that waiting is never entirely empty.
